Ngusmanto, M.Si Dosen Fisip UNTAN.<\/p>\n<p>Pontianak Kalbar Kebijakan penanggulangan kemiskinan di Indonesia yang lebih serius dimulai pada awal tahun 1970-an dengan menggunakan pendekatan pemenuhan kebutuhan dasar agar mereka dapat hidup \u2018bermartabat\u2019. Kebutuhan dasar mencakup makanan, kesehatan dasar, air bersih dan sanitasi, pendidikan, serta tempat tinggal yang layak. Pendekatan pemenuhan kebutuhan dasar diperbaiki dan disempurnakan melalui pendekatan pemberdayaan masyarakat yang berlangsung pada periode 1976-1996 (20 tahun, Repelita II-V).<\/p>\n<p><!--more--><\/p>\n<p>Beberapa program pemberdayaan yang cukup dikenal sejak antara lain IDT (Inpres Desa Tertinggal), P3DT (Pembangunan Prasarana Pendukung Desa Tertinggal), KDP (Kecamatan Development Program), P2KP (Program Penanggulangan Kemiskinan Perkotaan), dan JPS (Jaring Pengaman Sosial) seperti Bantuan beras untuk kelurga miskin (Raskin) dan Askeskin yang dilaksanakan selama krisis ekonomi tahun 1998-2000.<\/p>\n<p>Seiring dengan era reformasi dan demokratisasi di Indonesia, sejak awal tahun 2000-an, pemerintah menempuh pendekatan baru, yaitu; pendekatan berbasis hak (rights based approach), yang dikenal sebagai Strategi Nasional Penanggulangan Kemiskinan (SNPK). Upaya penanggulangan kemiskinan ditempuh melalui pemenuhan sepuluh hak-hak dasar, yaitu; hak atas pangan, layanan kesehatan, layanan pendidikan, pekerjaan, perumahan, air bersih, tanah, lingkungan hidup dan sumber daya alam, rasa aman, dan hak untuk berpartisipasi. Terakhir adalah kebijakan Bantuan Langsung Tunai (BLT) yang dilaksanakan pada tahun 2006. Kebijakan tersebut tergolong cukup baik, kecuali kebijakan BLT. BLT lebih banyak menimbulkan rasa malas dan meningkatkan ketergantungan keluarga miskin (Gakin), muncul konflik vertikal dan korizontal serta kurang mendidik (memperkuat pola hidup konsumtif). Persoalannya penting berikutnya adalah implementasi kebijakan yang kurang optimal. Beberapa indikasinya adalah pelaksana lebih berorientasi proyek dan target, pencairan dana sering kali sangat terlambat, pelaksanaan program hanya berlangsung 2 \u2013 3 bulan dari target 8 bulan \u2013 1 tahun, tidak didukung dana pendampingan, ada kesan kuat kemiskinan hanya tanggung jawab pemerintah, kolaborasi multi pihak belum ada, Gakin diposisikan sebagai obyek semata, dana penanggulangan kemiskinan menyebar ke banyak instansi, sehingga biaya operasional tinggi, serta lemah koordinasi di lapangan.
